I ) ORIGIN AND STUDIES

Born in Santiago de Compostela on March 27th, 1955. Rumours indicate that he lived in the town of Carballiño (Orense) till the age of three and from then, till he was five, in Oviedo. Later on his father, a judge, was transferred to Leon and the whole family moved there. As it was due, he was registered, together with his brothers Luis and Enrique, in a Jesuits school of that city. He spent ten years there. According to the words of a self-defined Brother Manuel Almunia, maybe under the effect of an attack of enthusiasm, our Marianin was "not only a swot but he had an amazing memory… he was good, very good…" From there he moves to the Jesuit school in Vigo. After finishing secondary school he starts University, registering at the Law Faculty in Santiago de Compostela. We don’t have any trustworthy information about his position regarding the Generalísmo’s Regime. It was only time to study.

Just after finishing his studies, as the most natural of things, and as an immense minority of youngsters of his generation would do, he follows his own fate and devotes himself to become a good and serious civil servant. He prepares himself thus to become a Registrar of Properties. When he is 23 he gets his position as such. He was sent to Padrón and then to Leon’s town of Villafranca del Bierzo.

Some other family information. We may highlight here two less relevant facts. The first one regards his grandfather. It seems that the new Regime biographers, faced to the fact of not having a grandpa such as Perillán, the one that the Cosmic Leader in office can be proud of, declare that Mariano is the grandson of one of the 1932 Galician Autonomy Act drafters. The second fact has to do with his father, the judge, and his relation with a little affair of that time, the "Redondela Case2, that ended up being sentenced by the Provincial Tribunal of Pontevedra, where the father was a member.

II ) SEMIPROFESSIONAL, MOSTLY POLITICAL, CAREER

Quasi official chronicles say that in 1977 , Marianin , encouraged by a friend, participated in the opening act of the political campaign, for the conservative party "Alianza Popular". It was his first contact with politics and he was just 22 years old.

In 1981 he takes a decision that will mark his whole political future: he decides to affiliate to the then Alianza Popular of D. Manuel Fraga Iribarne. Affiliation, it seems, was directly linked to his first appointment for a political "paid" position (with consequent doubts about compatibility): he was elected to the Regional Parliament of Galicia in the elections of October 20th of that same year. He was 26 years old. Apparently he complied with his obligations as Second Secretary of the Direction of the Parliament without much effort on his side and very little work.

In 1982 , he obtains his first executive position and was appointed by vibrating and sly Fernández Albor , Gerardo, Director General of Institutional Relations of the Xunta de Galicia. Time to relax.

In the local elections of May 8th, 1983 he was elected, in the lists of the PP, city counsellor of the Town Hall of Pontevedra. It is during this period that first differences with D. Manuel arise.

  • In June, 11th, 1986 he took office as President of the Provincial Diputación of Pontevedra, where he stays until the Galician Government crisis of September 1986. There is no track of his conduct during this period. Internal arguments and many troubles. Just a couple of friends and akin. It has been like that ever since. Friend of his friends

    In the general elections of 22 June 1986, as the first in the list of Pontevedra, he obtained, for the first time, a seat in the Spanish Parliament, position that he was meant to leave in November after having been appointed Vice-president of the Xunta because of the mass resignation of the traitorous Vice-president, Xosé Luis Barreiro and the rest of conselleiros. He occupied that position until September 1987.

    He then starts to walk firmly and surely: provincial President of AP in Pontevedra. During the Extraordinary Congress of May 1988 he was appointed Secretary General of AP in Galicia. He left this position in June 25th, 1990 when he was appointed deputy secretary general for electoral action and training in the Party, substituting Arturo Moreno that had been "touched" by the judicial instruction of "Naseiro Case". In the Galician Party he was substituted by, José Cuiña $ Crespo, on July 6th, 1990.

    Mr. Marianin Rajoy is member of the National Executive Council of the Party since January 1998, when he celebrated our IX Congress. Since 1990, when H.E. takes office as President of our Party, he is a member of the National Executive Committee in his condition of Deputy Secretary-General.

    In the general elections of October 29th, 1989 he was elected a Member of Parliament for the constituency of Pontevedra. During that legislative term he presided the Parliamentary Control Commission of RTVE.

    In the general elections of 6 June 1993 he renewed his seat as Member of Parliament for the same constituency. Same happened in the next elections of 3 March 1996, that gave victory to our Party. In those elections and the ones in 2000, Mr. Marianin, delegated by H.E , has been the responsible of the direction of the two electoral campaigns.

    On May 5th, 1996 , H.E mercifully decided to appoint him as Minister for Public Administrations. Not only was he able to negotiate with who now are called evil peneuvistas and akin, but he did also manage to keep some free time to freeze the salaries of civil servants.

    In January 1999, after the first restructuring of the Government of H.E., Mr. Mariano was in charge of the Ministry of Education and Culture, substituting our unequalled Espe Aguirre. He was substituted by Ángel Acebes Gump at the head of the Minister for Public Administration. The Episcopal Conference remembers him very warmly.

    During the XIII Congress of our Party, celebrated in Madrid in January 1999, he was re-elected as Deputy Secretary General of the Party. In the general elections of 12 March 2000 he was re-elected as Member of Parliament for the constituency of Pontevedra.

    After the elections of March 2000, Mr. Mariano , occupied both the first Vice-presidency of the Government and the Ministry of Presidency. Here hen replaced a downhearted Paco Cascos . He took office in April 28th.

    When on February 27th, 2001, our virtual home office Minister, Jaime Mayor Oreja was ceased to become our candidate to the Presidency of the Basque government, First Vice-president, Marianin even without real knowledge of it abandons the Minister of Presidency and is appointed the new head of the Home Office. Our talkative and friendly Juan José Lucas, till then President of Castilla y León, replaced him at the head of the Minister of Presidency.

    The following day, during the transferring ceremony, he took office as the new Head of the Home Office. His frantic rhythm in his new functions are shown in the following picture where you can witness what are his occupations during the long (and well paid) working hours." No one can follow him ", sing around the football stadium, his most credited fans, including someone called Belén.

    Without even noticing it he is appointed Minister of Presidency and Spokesman of H. E. ‘s Government during a hot day, in July 10th, 2002. He maintains his salary as First Vice-president and by the way, he takes control over RTVE

    Not happy with that, on a Friday, end of August 2003, the leader requires his presence at a free lunch with other virtual candidates and appoints him as his natural successor. Three days later he is ratified by 500 of his fans, unanimously unanimous, as the new Candidate and Secretary General. Not bad

    Mr. Mariano married on 28 December 1996, In Las Conchas Chapel, La Toja Island (Pontevedra), the then Miss Elvira Fernández Balboa, known as Viri. At present they have a kid, Marianin Jr. By the way, the kid, four years old, is already member of the Barcelona Footbal Club, but as his polyvalent father precises when asked about this, the boy was born in Barcelona and someone did that as a present". Marianin himself is a lot more than that. He is subscribed to the Real Madrid, is member of the Pontevedra, shareholder of the Celta de Vigo and supporter of the Deportivo de La Coruñas and, if we go on, of any other.

    (2) "This little affair was found out in April 1972… Millions of oil litres did disappeared … legal proceedings lasted until November 1974 and "touched" a relevant number of respectable citizens. To put it in words somehow, we did never get the "truth" of the facts; one of the directly implicated, Isidro Suárez, died in Vigo’s prison in estrange circumstances; another implicated, José Maria Romero, who had been one of the persons who denounced the affair, was also found dead in his family home in Sevilla (father, mother and daughter assassinated in their own home); one of the main shareholders was Nicolás Franco Bahamonde , as defendant lawyers acted José Maria Gil Robles, the President of the tribunal was Mariano Rajoy etc..etc. the list includes Ministers and exMinisters of the regime and many other "personalities" with privileged treatment at Ministries, official procurement contracts and so on.. 5.000 pages of the instruction ended up in the Audiencia Provincial of Pontevedra and today they are considered ¡lost! ¿The reason? There were refurbishing work done, lack of space, the proceedings were "closed"... conclusion: a case for difficult investigations lovers, without a happy end and 3000 pieces puzzles.
